यह कहना अतिशयोक्ति होगी की संस्कृत माह फागुन का नाम बदलकर
आषाढ़
कर दिया जाऐ , लेकिन पिछले चार,पाँच वर्षो से फागुन और चैत्र माह के मध्य
खुब झमाझम बारीष होती है और....आषाढ़ आतेआते बादल गांवों और खेतों का रास्ता ही भुल जाते है।
और भी जादा चिन्तीत् करनेवाला प्रश्न यह है की बारिश का तिव्र बन रहा
डकैत सा स्वभाव् है ,,यह लगातार पाँचवा ( चौदहवाँ ) वर्षे है की वह अपराधी की तरह आती है और भगौड़े अपराधी कि तरह ,और आध पौने घन्टे मुसलाधार बरस करके निकल जाती है ।
गोवा , महाराष्ट्र , केरल , तामिलनाडु , कर्नाटक , उत्तर भारत में उत्तराखण्ड ,जम्मू कश्मीर , बिहार , बंगाल में वर्षा का अनिश्चित आक्रामक तेवर रहरह कर देखने को मिल रहा हैं ,हद तो यह है कि देश के कीसी प्रदेश के एक हिस्से में अतिवृष्टि भयावह खतरा पैदा हो जाता है ,और उसी प्रदेश के दुसरे इलाके मे भयावह सुखा दिखाइ देता है
एक बात पिछले कई वर्षो से देखी जा रही हैं कि मानसुन के आते ही
मौसम विभाग सहीत देश कि तमाम एजन्सीयां ,जो मानसुन भविष्यवाणीयाँ करती हैं मानसुन सामान्य रहने की बात कहने लगती है
लेकिन देखने वाली बात यह है कि मानसुन सामान्य रहने के बाद भी
देश के तमाम् हिस्से सुखे से जुझ़ रहे होते है ,मात्रा की हिसाब् से देखें तो बारिश कोई कम नही हो रही ,उलटे कुछ बढ़ी ही हैं ,
लेकिन प्रश्न यह है कि मानसुन मे ज्यादा बारिश होने के बाद भी
कई इलाकों और प्रदेशों को सुखे की मार क्यों झेलनी पड़ रही हैं।
पिछले कुछ साल से बारीश का ट्रेन्ड़ बहुत तेजी से बढ़ रहा है ,यह सिर्फ हमारे यहाँ ही नही हो रहा हे , पाकिस्तान, बान्गलादेश , नेपाल् ,श्रीलन्का, चिन ,और पुरे युरोप तक मे ऐसा हो रहा है।बारीश के ईस बदलते पैटर्न से साफसाफ बदलाव दिख रहा है, बारीश के ईस बदलतें पैटर्न से सिर्फ
लोगों को ही परेशानी नहीं हो रही है , ईससे हमारी कृषी खासकर ईसखेती की उत्पादकता पर असर पड़ रहा है।
हम सब जानते है कि बारीश हमारी अर्थव्यवस्था का अहम हिस्सा है ।
देश की जीड़ीपी में कृषी क्षेत्र की करीब 17 फीसदी जबकि
ग्रामीण अर्थव्यवस्था में 35 से 40 फीसदी से ज्यादा हिस्सेदारी है ।
मौसमविभाग की माने तो पिछले 66 वर्षो मे देश मे औसत या सामान्य बारिश 95 से 103 फीसदी के बीच रही है ।
देश मे जीतनी बारिश साल भर मे होती है उसमे से 70 से 79 प्रतिशत मानसुन मे होती है ।
मध्य और उत्तर पश्चिमी भारत मे तो मानसुन मे होनेवाली बारिश साल की कुल बारिश का 89 फीसदी तक होती है लेकिन... पिछले 16--17--साल से मानसुनी बारिश का यह आँकडा़ गड़बड़ाने लगी है ।
पर्यावरणिय लिहाज से बहुत संवेदनशील हिमालयी क्षेत्र मे भी
बारिश का मिजाज बहुत तेजी से बदल रहा है , ऊत्तराखण्ड मे ईसे आम लोगों के स्तर तक महसुस किया जा रहा है।
तकनीकी रूप से देखा जाऐ तो बारिश औसत के अनुरूप ही हो रही हैं ,
लेकिन ईसका अब पहले जैसा पँटर्न नही रहा है, एक जमाने में बारिश के दिनों में पहाड़ो मे लगनेवाला स्त्झ्ड़प्त्झ्ड़् अर्थात सात से दस दिनों तक लगातार रिमझिम होने वाली बारिश ,या युपीबिहार मे लगनेवाली झड़ी
किस्सेकहानियों की बात होकर रह गई है ।
इनकी जगह कम समय मे होनेवाली मुसलाधार बारिश ने ले ली है ।
बाढ़ की बढ़ती विभीषिका ईसी का नतीजा है ।
हमारे गणित के हिसाब् से यह " भुमण्डलीय औष्णिकरण " याने Global warming के चलते पैदा हुई है ।
ईस पँटर्न को रोकने का अगर गम्भीर प्रयास् न किया गया तो यह पृथ्वी प्लँनेट समाप्त हो जाऐगा ।
और
हमारे ( हम Global warming पर 1988_1994___ से कार्य कर रहे हैं, हमारे सदसदगुरुदेव अखण्डानंदत्रिलोकचंदव्यास जी ने ही ईसलीए हमे ' सौरमण्डलेश्वर ' की उपाधि प्रदान की) हमारे मुताबिक अगर पुरे मानसुन
के सीजन मे 130--160--- घन्टो तक धीमी और संयमीत बारिश नहीं होती तो धरती का भू--जल रिचार्ज नही होता ।

गतीविधियां ' खास तौर पर मानवजनित कारकों ' पर अन्कुश लगाना
होगा , सबसे मुख्य बात है कि हमे प्रकृति के साथ ' एडजेस्टमेन्ट् '
करना पड़ेगा ।। प्रकृति के अनुरूप आचरण करना पड़ेगा ,तभी वर्षा का बिगडता मिजाज सन्तुलित लद एवं समयबद्ध हो सकता है।
